Title: Please help me reinstall the OS

I have some problems with accessing VPS. I tried to reinstall the operating system, but it has not been completed until now.
My VPS reinstallation has not been successful.
I have repeated the reinstallation operation many times, but it fails to work. Cannot restart, cannot shut down.
