My VS2-free server's reinstallation process seems stuck and can't be completed

started reinstall operation, waiting 24h+, the panel still says 'A reinstallation is still in progress'

and from control panel, the server could not be restarted nor hard shutdown,
seems sth wrong and stuck

need your kindly support to get it fixed
